On Monday, September 28, 1998, Judicial Watch will present its interim report to Congress, detailing substantial and credible evidence of impeachable offenses uncovered in its twenty lawsuits concerning the Clinton-Gore Administration. Specifically, the report deals with Clinton-Gore scandals commonly referred to as Filegate and Chinagate, and other matters, including the misuse of the Internal Revenue Service against perceived adversaries of the Administration.
During the last week, officials of the Clinton-Gore Administration and their surrogates have boasted about how the Lewinsky scandal will not lead to the President’s impeachment. As a result, they have tried to cut a deal with Congress. In fact, the Lewinsky scandal, however serious, is minor compared with the evidence of likely high crimes and misdemeanors which Judicial Watch has found in Filegate, Chinagate and related Clinton-Gore scandals.
“After reading Judicial Watch’s 145-page report, which is supported with over 2,000 pages of hard evidence, no longer will Clinton-Gore operatives be able to claim that the scandals only involve sex,” stated Judicial Watch Chairman and General Counsel Larry Klayman.

RE: Interim Report of Judicial Watch, Inc., to Congress Detailing Impeachable Offenses Committed by President William Jefferson Clinton, and Those Acting Under His Authority.
Dear Chairman Hyde:
On behalf of Judicial Watch, Inc., a non-partisan public interest government watchdog, we hereby submit our interim report for your Committee’s consideration on whether to begin an impeachment inquiry into alleged impeachable offenses committed by President William Jefferson Clinton.
This interim report was prepared from information and evidence obtained by Judicial Watch over the last four years, in prosecuting its various cases against the Clinton Administration.
This interim report supplements “The Starr Report,” and details, in 145 pages of text and 8 volumes (187 exhibits) of documentary exhibits and evidence of bribery, possible treason, and other high crimes and misdemeanors involved in what has become known during the Clinton presidency as “Filegate,” Chinagate and related scandals. It refutes the commonly held notion that President Clinton’s only alleged offenses against the American people concern his now admitted telling of “lies about his personal life.”
Judicial Watch, and its hundreds of thousands of supporters, respectfully request that your Committee seriously weigh and consider this interim report. In this regard, we stand ready to assist you, and your majority and minority staffs, in whatever way you and they deem appropriate. We have provided 37 additional copies of the interim report so that each member of the Judiciary Committee, Republican and Democrat, can have one.
Unless there is full accountability for the far more serious offenses which this President has committed against the American people, a bad, and potentially catastrophic, precedent will be set for future generations. Moreover, our nation’s security, and the privacy rights of its citizens, will be further compromised.
Accordingly, thank you for your full consideration of the facts contained in this interim report.
Sincerely,
Larry Klayman
Chairman and General Counsel
Tom Fitton
